Another exploration of http://launchpad.net/bugs/1869571, primarily as I want screen dump to file bug upstream as requested; this box shares screens of hp 8200 that had it before, so I'd expect can easily re-create it..
to start with general oberservation..
start a few programs nautilus to explore external drive that was connected, open a few files using installed apps..
(this box has menu on display I prefer, so maybe has cables reversed to hp 8200 used earlier)
displays - adjust to match setup; and system has gone strange, black screen background, lots of flashing... something isn't right..
pressed printscreen to get screencapture once ubuntu-bug was started; and the dash was re-drawn? (it was not there after screen position was changed & until printscreen was hit)...
At this point everything was back to normal.. (ie. brief user play)<!--
Provide at least the following information:
* Your OS and version
* Affected GNOME Shell version
* Does this issue appear in XOrg and/or Wayland
-->
I adjust displays a couple of times, then http://launchpad.net/bugs/1869571 was re-created... What is strange though was it took a few 'apply' hits (swapping top/bottom screen combination) and it's back to the first change I made now? but the bug I was looking for is now occurring?
menu items cannot be used now (hitting bottom-left dash causes them to draw on screen up to clock then disappear, semi-glazed like background where menu icons should be hiding my screen (ie. to make non-displayed icons readable), though system is not as expected..
My top display is a larger portion of the bottom screen now, has been awhile - but mouse moves correctly.. flashing has re-occurred but it's somewhat inconsistent, thus I can't describe pattern as I haven't worked it out.. what i'm describing here fits the 1869650 issue as menu isn't on display, flashing appears on occasion when box is over window controls (min,max,close) of windows, but only occasionally??? Sorry I can't find pattern

I saw https://bugs.launchpad.net/ubuntu/+source/gnome-shell/+bug/1869571 last night on #ubuntu-bugs-announce, and I think this box maybe has similar screen setup, so I thought I'd do some general play, then look for bug.
I won't be opening all menu items, only random apps
adjust displays to match setup (one monitor above other; what settings describes as monitor.2 as lower, which is my primary display)
firefox; stream youtube vid in window, maximized, f11 & fullscreen on each display
adjust volume using keyboard keys, mute/unmute etc
no issues with general window operation of windows, dragging, maximizing minimizing on each display (files[nautilus], firefox etc)
on opening menu however - icons come out but quickly disappear, shrink then disappear ??? it's very quick but menu is un-operational as per https://bugs.launchpad.net/ubuntu/+source/gnome-shell/+bug/1869571
Of note - the Frequent-All heading keeps jumping as if being re-drawn constantly
