lubuntu 19.04-20.04 two displays, programs maximized uses only part of 2nd display (#1809201)

| dell [optiplex] 780 (c2q-q9400, 8gb, amd/ati cedar radeon hd 5000/6000/7350/8350)
adjust display to match my setup (swap left & right, my-right is portrait-left tilted)
add panel to other monitor & populate; now http://launchpad.net/bugs/1810075 NOTE: Upstream claim to have fixed this issue (& others) though it's yet to be packaged for siduction so haven't yet tested on debian-testing
firefox; stream local news in window, maximized, f11 & fullscreen - all good except maximizing window on portrait display - http://launchpad.net/bugs/1809201 Another claimed fixed upstream so should be caught by release time
media keys adjust volume (news stream in firefox), vol up/down/mute/unmute
suspend system, waited 3 mins & wake with power button, screensaver running both displays, session resumed though firefox resumed without sound - a refresh (^R) fixed this so ignoring.

change Monitor settings to match setup (left-right with my-right portrait-left tilted)
pcmanfm-qt to open hdd & open found files using default app (jpg, mkv, mp4, pdf etc)

Open all 'System Settings' options (what I think I was up to last time)
firefox; stream news in window, maximized, f11 & fullscreen
general operation, few random apps etc
