using lxd --vm
I only get an ipv6 address (because IPV6 RA is active in the environment)
but I do not get an ipv4 address
There is no yaml file in /etc/netplan due to cloud-init, which tries to detect if running in container or VM by using DMI, but DMI is not supported, does not exist on s390x.
But there is work going on to solve that:
https://github.com/canonical/lxd/issues/14605
and spec PL073 - cloud-init support for s390x on lxd
