i saw the same thing jdstrand saw, until i $(dpkg-reconfigure mdadm) and select boot-degraded=true. then i can boot degraded just fine

kvm, 2 2048M virtio disks (raw), 384M RAM and 2 VCPUs

Install works fine and /proc/mdstat has both disks, but booting in degraded mode fails.

I see the boot degraded question in the installer. See the bug for a screenshot.
