These three bugs are about the same packages. (possibly duplicated)
I resolved looking at bug #526418 and finishing the upgrade manually.

Upgrade 8.04 to Lucid -
Both volume control and Network-manager applets disappear from the top panel
Adding 'Indicator Applet' gives the volume control.
