Proprietary ATI/AMD video hardware driver causes Scrambled Video (#567074)

| Upon a clean install of the Ubuntu Desktop i386, testcase Install (manual partitioning)... ( Ubuntu Lucid development branch 10.04 )
The notification that a proprietary hardware driver is available.... alerts you to the fact that there is an "ATI/AMD video hardware driver" available.
Upon applying that driver, the video becomes scrambled and unreadable... one area at a time.
